Do you happen to have some presets so that it doesn't consume so many fps? I have a GTX1050, 16 Ram, Core I5

If you have low end specs, consider using Vulkan.
you can also use my setting, change the settings in settings.txt in ES folder:
clouds/draw=1

clouds/resolution_ratio=0.3
clouds/skip_fragments=1
clouds/maximum_drawing_distance=300000.0

clouds/cloud_map_scale=0.00001
clouds/base_noise_scale=0.0000175
clouds/detail_noise_scale=0.00025

clouds/sun_gain=0.1
clouds/ambient_gain=0.25
